Bulb specifications:
Cigarette lighter illumination lamp: T - 1½ 14 V 1.4 W → #E74
Ashtray illumination lamp: T - 1½ 14 V 1.4 W → #E74
Shifter light bulb: T - 3¼ 14 V 3.4 W → #158
E74 bulb average rated life: 500 hours
#158 bulb average rated life: 500 hours
Actual measurements made using Mitsubiishi supplied bulbs, at minimum and maximum dimmer settings:
Cigarette lighter bulb: 3.8V - 13.8V, 0.05A - 0.11A, Ø = 4.75 mm, L = 17.5 mm
Ashtray lighter bulb: constant 13.8V, 0.11A, Ø = 4.75 mm, L = 17.5 mm
Shifter light bulb: 3.8V - 13.8V, 0.11A - 0.24A, Ø = 9.75 mm, L = 24.0 mm
All measurements were taken using Extech EX613 Clamp Meter

Interesting thing is, my ‘05 lancer has the gear selection on the dashboard as well, weird that the ‘06 doesn’t have it, unless it’s model dependent
what types and size of bulbs are those?
In Europe there are not 14V bulbs whatsoever. All bulbs in sale are 12V, and this particular "Mitsubishi" 14V, 3.4W bulb is the all well-known W5W bulb which is everywhere around the car (stops, interior, parking lights, etc...) , and is cheap as hell. There are also W3W and W2W bulbs which too are 12V. So, seeing from your measurements you can use 12V bulbs and dim them a bit? They might las longer this way too? (I don't like my instrument panel shining too much at night) ?

Any common auto parts store.
Did you consider LED bulbs ? There is LED's with sockers or you can just solter it on wire/board etc

The shifter light takes a T10 (W5W) light bulb. The ashtray and cigarette lighter both take a T5 wedge bulb. The HVAC controls also take two T5 wedge bulbs. The hazard light takes a T3 neo wedge. The instrument cluster takes a combination of T5 neo wedge and T3 neo wedge (depending on the gauge cluster configuration)
Where are the fuses for this located?

Under the hood, driver side or under the dash, driver side
the little bulbs are T-5 bulbs
Avoid long introductions just get to the fucking point
