Burke and Roy Philips have brief dialogue if you side with the ghouls of Tenpenny Tower before completing the Power of Atom. I covered Tenpenny Tower here: kzread.info/head/PLX3Sax_xs4WR74CFxfejPI5PhntgtH9OA If you blow up Megaton, you will get stalked by "Megaton Survivors" who attack you in random encounters. If you defuse the bomb, Burke sends hitmen after you. Burke works for Tenpenny, but it appears he also works for someone else. Otherwise his love letters, where he says he has much work to do even after failing to destroy Megaton, don't make sense. So, who does he work for? It is possible he works for Littlehorn and Associates (I did a video on them here: kzread.info/dash/bejne/X5Vou9iHiq_SlZM.html) but this is never explicitly stated in the game. i could have even worked for the Institute, which does exist in fallout 3, and wishes to remove the old worlds to make a better new one, a town built around and old bomb would seem absurd to the institute, which would rather let a small push in nature do their dirty deeds.

Yeah he really is smooth. I considered him to be a complete sociopath but I still found myself blushing at his words lol. Someone set his charisma to a 10.

Even though Mr. Burke and Alistair Tenpenny are both very evil characters, it's interesting to note that Mr. Burke is actually MUCH more evil than his employer. When you talk to Alistair about blowing up Megaton, he says that all me did was mention how it was a blight on the landscape, and Mr. Burke was quick to make the suggestion to blow up the town and take care of the problem. So it was really more of his idea than it was Alistair's. Also, apparently Alistair asked him to evacuate the townspeople first and warn them what was going to happen, which Burke obviously did NOT do. When you ask Mr. Burke about it, he tells you that they need to die as sacrifices for the better future of humanity. In my opinion, Mr. Burke acts as the devil in Alistair's ear, pushing him to make evil decisions. Maybe this is is role all over the wasteland, convincing powerful people to do horrible things. Littlehorn would be proud!

@@fumarc4501 I don't think he's their benefactor, just because in my opinion, Littlehorn is the devil himself and therefore has an infinite money supply for his "business". Maybe Burke works with them, but I kind of doubt it. I feel like he's more of a lone operator and does things because he honestly believes it's the right thing to do. But doing these things of his own volition makes it more evil, in a way, than if he was doing it under Littlehorn's orders. Like the bomb dropping, sometimes the most good and evil things are just done by people being people.

I always though Alistair wasn't REALLY evil, just very ignorant and indifferent to everyone in the wasteland as he's lived his whole life better than 99% of people out there. Burk on the hand, is truly evil.

This guy's voice actor, Wes Johnson, is so iconic. Mister Burke (and super mutants) in Fallout 3... Lucien Lachance in Oblivion... Sheogorath in both Oblivion and Skyrim... what's not to like?

Fun Fact: If you run away from Burke after he kills the sheriff he will continuously follow you at a walking pace through the entire Wasteland. Edit: This can be seen in Mitten Squads most recent Video: Can you beat Fallout 3 without attacking anything

Normally, I don't feel bad about doing evil things in my evil playthroughs, but seeing Moira after the explosion, I felt so guilty. She scared the shit out of me, too.

This guy sounds familiar, I think he's the same voice actor as Lucien from the dark brotherhood from Oblivion I think

Cool, would of been interesting to be able to build settlements in fallout 3 but the capital wasteland is full of super mutants and the soil is eroded away to grow anything so it would hard to do natural, but point lookout is a giant fertile swamp that could be a great colony for the lone wonderer to build , first get the robots from the robot repair factory and Robco building and clear out the ghouls and swamp folks in it, and let the robots roam around for security, get people from the wasteland to sign up to bring to point lookout and let them move in the manor and mansion for temporary, start farming the land for punga fruit to grow everywhere and have hunting parties to hunt the mirelurks for meat, get the nuclear reactor under the lighthouse and old Chinese submarine for power get power up etc, get any boats laying around to work and build a steam engine in them sinse there's plenty of wood to burn as fuel for steamers and start trade relationship with the Pitt and trade punga fruit and mirelurk meat the punga fruit will benefit them with radiation problems, and return we get steel products , steel sheets and beams , start building apart buildings for families to move in to, put gravel on old roads to fix, put waterlines and power lines in apartment buildings etc, build a small refinery to make moonshine, sugar syrup and punga fruit drinks maybe a punga flavor water drink and regular inexpensive punga alcohol drink put a ounce of moonshine some punga syrup and fill rest with water and be like a strong wine cooler type drink etc, build a park and school for kids, build a few more steamer boats for trade etc, fix up the docks for port, fix up boardwalk with rides and games, restaurants etc for tourism and social activities, and when things start to come around for us, get the Pitt to make cars not regular size cars but golf cart 4 seater sized ones for families to use to get around go to work, drop kids of at school, shopping and outings and upgrade the refinery to produce more moonshine for fuel in their cars and point lookout should be a full fledge living civilized colony to live at lol

I freakin' LOVE the B.W. perk! I'm actually working on a fanfic of the mod "A Tale of Two Wastelands", which combines FO3 w/ New Vegas. I've used this perk on Mr. Burke, disarmed the bomb, and now I'm debating whether or not to add a confrontation scene at Tenpenny Tower (which may or may not involve romance). My Wanderer is actually grossed out after she seduces Burke, discovers he sent the Talons after her and wants an explanation.

Yep and getting paid to blow up a atom bomb was awesome and seeing the glorious explosion going off was a experience of a lifetime , now I relax in my penthouse suite eating a brahmin steak, drinking a nuka cola and a glass of bourbon and smoking a cigar ahhh living the dream lol

This and the Fly Me To The Moon quest from New Vegas are definitely my two favorite quests from Fallout. Detonating the nuke is just such an iconic moment.

I just discovered something in Fallout 4 did you know you could actually insta-kill Kellogg with pulse grenades it makes sense because he's part cybernetic I'm surprised no one's realize this and actually you can actually find pulse grenades in that Fort where he is every time you go there to fight him

Bro. This is a God send on survival. That .44 magnum is no joke on that difficultly. He can kill you with a single critical hit so it all comes down to rng and vats. Unless you have power armor. But I usually cannot carry a huge load on survival at this point in the story. I have to joij a faction to have a base.

He always came off as a bit of a Child of Atom to me especially right after the detonation. Like was it really Tenpenny that wanted to blow up Megaton or was it Burke implanting ideas in his mind? Who else wants to see the purifying glow of Atom more then a devotee of Atom?

Mr Burke is a psychotic version of Waylon Smithers. All he wants to do is to make his much older crush happy.

I dont feel he is romantically interested in Tenpenny.

He said himself he works for Tenpenny. And Tenpenny wanted Megaton destroyed because it "ruined the view" or something like that. It also represents the Wasteland as it is, not as he wants it to be. That's why they have truely evil karma, they're both willing to do stuff like this for purely selfish and pointless reasons, while convincing themselves they're working for the betterment of everyone. Just like some world leaders both historical and current

Tenpenny gives me hard Frieza vibes. Especially from the "Fireworks" statement.

Moira is a bit too cheery for the wasteland... even when a nuclear bomb destroys her town.

My favorite thing about Mr. Burke is that his voice actor also did the part of the Speaker of the Black Hand in TES Oblivion. The second I heard that tone of voice and cadence I felt the dark embrace of Lucien Lachance and the Dark Brotherhood all over again lol. He even talks like he's still in Oblivion it's great!

Fun fact. My mister burk dissapeared after I deactivated it without telling anyone he just up and leaves then never appears again I helped tenpenny and he talks like burk is still around but he never showed up after leaving. Infact he has a house in megaton and it still appears to be own by him he just not in it.

I'm not too familiar with the individuals at tenpenny tower. But my bet is they're just a bunch of bored, rich, elitist folk trying to spice up their lifes with this sort of thing. All very tired of life. None of them a maker, but used to pay people to do their dirty laundry (both literally and figuratively) that's why mister Burke recruits the player to rig the bomb instead of doing it himself. That's the most he's willing to go out of his way. He doesn't shy away from killing whomever stands in his way, because he always lived in this same circle of individuals who's very own interests dominate their worldview. But the real dirtywork he leaves for the player to do. Like the british high-class of victorian england holding mummy unwrapping parties and whatnot. Just a thought.

I had no idea people considered this the 'evil' route. There's a Church developing around the bomb. Eliminating them removes a threat to all survivors and taking a few dozen idiots who built around a bomb is an added bonus. I always considered it the proper thing to do.

Same thing happened to me. Burke killed Lucas, so I shot Burke. And then everyone attacked me.

When he mentioned that it was better for humanity, the first thing I thought of was the Institute.

Personally, I like to think Mr. Burke is involved with the Great Game tangentially through Allistair Tenpenny. Tenpenny came from England with loads of money, a band of mercenaries, and Burke, but what is canon ends here... My reason for believing Tenpenny (and by extension Burke) are involved with the Great Game is because of the sheer impracticality of one person in the post-apocalyptic world amassing enough wealth in a lifetime to safely sail/fly across the Atlantic with a team of trained men, take Tenpenny Tower, and have everyone remain loyal to him while he acts as little more than a pampered elitist. Of course, there are alternative explanations, but in my mind Occam's razor suggests Tenpenny is from Old World money and has drunkenly spoken to his right hand man, Burke, for years about his/his family's vision of a new world order. The latter is further supported by the dialogue you showed in this video, but what makes me convinced of this theory is the question "why would a man with the means of Tenpenny choose to leave where he made his fortune?" Again... There are multiple explanations, but in the Fallout universe one plausible explanation for Tenpenny coming to the Capital Wasteland from England is to find others who are playing the Great Game in order to give meaning to his bored, luxurious lifestyle. Perhaps, this is why Tenpenny is constantly having Burke run clandestine jobs while he spends the days looking across the Wasteland from his tower, occaisonally practicing his shot from the perfect, fortified sniper's nest. And perhaps I am reading too much into it, but the name "Allistair" is a Greek name meaning "protector of mankind," and Burke is an Old English name meaning "fortified manor." This could be an Easter egg on Bethesda's part, hinting at their relationship to one another as well as giving some semblance of meaning to why Burke thinks he is helping to create a "nobler future." That or I spent way too much time writing this, and Burke is a mere psychopath who bought into the drunken delusions of his rich employer... However, I can't seem to shake this suspicion that there is much more at play than the superficial lore obviously present.

That's a good description there Nicholas, I wonder if a book has been made as a background Fantasy Fallout to this. One was made about Trebonius and the Floating City (Oblivion). That was quite good. The Infernal City. They could do something similar for Fallout, though just looking - already done.

Burke...as smilingly brutal as a NYC/LA real estate developer.

His voice acting if you just walk into Megaton and disarm the bomb without even interacting with him is golden. A genuine pass of anger when he figures you for the one who foiled his plans without even giving him a chance to bring you in. Unfortunately he makes the mistake of doing so within Megaton and then proceeds to threaten and turn his back to you allowing for two in the temple, bye bye Burke thanks for the extra karma and the silenced 10mm you grade A dingus.

I swear this game! It's been a decade since I first played it. And it still has so many secrets and options I missed sonehow. I swear i had a atleast one chick character with black widow perk when I talked to Burke but I never knew about the love letters path somehow. I love this game.

Amazing video Oxhorn. Thank you for doing this and I really liked it a lot. I love the voice actor for Mr. Burke as he also voiced Lucien Lachance in The Elder Scrolls Oblivion and then again in Elder Scrolls Skyrim as the ghost of Lucien LaChance which is my number one favorite game! He has also done work for Fallout 4 and Fallout 76 as well. If you ever play Oblivion or Skyrim and meet the character Lucien you’ll recognize his voice instantly.

Actually, if you blow up the bomb after you did the main quest (in the broken steel add-on) you have two people who servive the blast (three if you count the feral ghoul)

For some reason I thought this was a lore video for a character on l.a. noir, which by the way I think would be interesting. Also I love the voice actor for him, same guy who voiced the listener on Oblivion.

In my game i could recommend moira to head to underworld, i guess its only available if youve been there before meeting her as a ghoul.

I've had a theory about Burke. I think he may be a Child of Atom Extremeist. I mean, every religion has its extreme branches. I mean, look at Far Harbor. I think Burke found Confessor Cromwell, listened to his religious beliefs and just took them a step further. I believe he went to Tenpenny and promised him an amazing spectacle the like of which no one had seen in over 200 years in order to get the parts for the fusion pulse charge.

I was under the impression that the Far Harbor chapter of the CoA did not get founded until a couple years after FO3's events. The CoA in this game is basically pacifist and trying to do some good in the Wastelands, and the folks who wanted to achieve that goal "more directly" splintered away at some point between FO3 and 4.

If thats true, wouldn't he want to be there when the nuke goes off? Cromwell's preaching does reveal the idea about the human body containing billions of universes, and that each is to await the day they "give birth" to those universes. Now, some extreme followers of a certain faith can twist these beliefs to fit their own narrative, but i think burke is going far and away from the idea of being a follower of the children of atom.

I was looking for a good lore video to watch while walking around in Tenpenny Tower and as soon I seen Mr. Burks face on the thumbnail I also ran into him on my game at the same time, it's weird because I do this a lot with different situations.

OK, odd reference and connection (And possibly said this in a random previous vid): But Mr. Burke reminds me alot of Paul Haymen of Wrestling fame. His sentence structure mainly. But reading his lines in a Haymen like voice just fills me with joy.

i like how the voice actor for the man who wants to have megaton nuked is also the voice of the speaker for the black hand.

A piece of trivia: Mr. Burke, in addition to the quest linked to him, was removed from the Japanese version of the game. For reasons blatantly obvious....

The developers originally wanted romance options in Fallout 3. I guess Burke was one of them

That we know. I think Oxhorn was just spit-balling suggestions, but we never know. Burke could have survived in some here-to un-encountered way. But, yeah, I am inclined to agree with you.

I suppose its possible one of his employers is a survivor of the great game. They recruited Mr Burke to help them much like Desmond recruited the Lone Wanderer in Point Lookout.

Rebecca Mumford possibly but then we would have to chalk Burke up to being a liar. After all he said he works to better humanity but the great game does not do that. It is just a selfish way for Desmond and the like to gain power. So if the theory is true Burke would have to be lying to the lone wanderer

Is noone thinking thats burkes story is homage to TES Dark brotherhood questline. He says he has employers who require sacrifice. (Night mother ritual) - the questline w Roy and the minimal dialogue with Burke just gives me Purification vibes 🤷🏼‍♂️

Me theory is that Mr. Burke is secretly Sheogorath in disguise. They have the same voice.

He is. If you work for them and ask Littlehorn about Burke, he gives a quick, dismissive response that Burke is one of his agents, doing his work in the wasteland. That's about as far as he goes explaining it.

You know the saying “if you love them, let them go” he truly loved the female wanderer

Well despite the massive evil karma dose you get destroying the town I do feel like it was the right thing to do. I could go into why I think it is a good thing but most people will likely criticize everything I mention despite the benefits it has for the rest of the wasteland. One of the biggest benefits I will mention is by doing this you remove the church of atom from the wasteland which later on becomes a very destructive group.

I was honestly waiting for Burke to find a new agent in the time between letters, plant the bomb and blow the LW as well as Megaton off the map.
