Hey tap the luck of the sea enchantment mainly give you fish. The best enchantment for finishing for a bow or items besides fish is lure.( I hope this helps)

jsyk, in the update if you dont fish in an at least 4x4x4 block area filled with water and with nothing above it, you cant get treasures (probably why you thought you were so unlucky)
