Water CAN exist in the Nether, but it must be placed using commands or mods. In Bedrock Edition, it appears red due to the water shading having a color for the Nether.

me who played with NotEnoughItems: haha, no. In short water isnt banned in the nether, WATER BUCKET is. Water block isnt deleted in nether, just water bucket : only known survival water transportation tool, has scripted event that empties it and makes "hiss" sound
