In USA they are called Homeless , there might be several reasons how a person can be homeless majority due to some addiction , few due to mental health conditions and others due to financial crisis like job loss. USA does provide food stamps and other assistance but sometime those are not adequate. Many of them do panhandling i.e. ask for a 1$ or so food. basically in USA they don't call them beggars may be panhandlers who habitually ask for money.

भारत में सपोर्ट सिस्टम मजबूत होती है। नौकरी नही मिलने से भी सब्जी बेचकर कोई बाँदा पढ़ाई करके अमरीका जा सकता है। उल्टा संभब नही है।
