England 2010 squad had Milner/Carrick/Barry/Gerrard/Lampard/Joe Cole in midfield, so it's doubtful whether he would have made it. Capello didn't like Carrick, Joe Cole wasn't really a great performer at the time. So yeah, maybe. As for Euros 2012. I'd say he'd made the squad over a 21y.o. Henderson or a 19y.o. Oxlade-Chamberlain.
