Not really broken if you're not a Buster type of Master. Merlin only works well with other Buster servants.

i use 200 diamond to get Merlin but i got fucking all salt

When I started gaem, I would keep saving 30q to roll and restart if I didn't get any 5* servants. I did this for over 200 rolls and then, I went to reddit bought one. :( I spent days doing this. I feel your pain bro.
