The cable should shut the fuel off. I'd guess the fuel plunger is stuck or something
I shaved some of the plastic sheathing off and been soaking in PB Blaster every day
How long does it usually take to start on freezing cold mornings? Does it take longer when it hasn't been used for several days?
It's amazingly easy to start even in winter, it was rebuild less than 4000 miles ago.
