Mental Disability Assessment Gazette Notification 2024 [IDEAS] Indian Disability Evaluation and Assessment Scale
The Indian Disability Evaluation and Assessment Scale (IDEAS) is a tool designed for the assessment of mental disability in India. It was developed by the Rehabilitation Committee of the Indian Psychiatric Society (IPS) and is recognized by the Government of India. IDEAS provides a standardized method to quantify the severity of disability resulting from mental illness, aiding in the allocation of disability benefits and services.
Key Components of IDEAS Domains Assessed:
IDEAS evaluates four key domains of functioning affected by mental illness:
1. Self-care
2. Interpersonal activities
3. Communication and understanding
4. Work
5. Duration of Illness
Scoring System:
Each domain is scored on a scale from 0 to 4, where:
0 = No disability
1 = Mild disability
2 = Moderate disability
3 = Severe disability
4 = Profound disability
Application of IDEAS
Eligibility for Benefits:
The IDEAS score helps determine eligibility for various disability benefits provided by the government. Individuals with a score indicating 40% and above are typically eligible for benefits.
Standardization and Training:
Proper training of evaluators is essential to ensure consistency and accuracy in the assessment.
Periodic Reassessment:
The dynamic nature of mental illness necessitates periodic reassessment to capture changes in the severity of disability and to adjust benefits and services accordingly.
Legal and Administrative Framework:
The Mental Healthcare Act, 2017, and various guidelines issued by the Ministry of Social Justice and Empowerment provide the legal and administrative framework for the implementation of disability assessment using IDEAS.

I have unfortunately been diagnosed with BPD and suffering for more than 10 years. However, my psychiatrist said that the governmental systems in place for mental illness disability certification have not yet been properly implemented and there is no point trying to get a disability evaluation. After this gazette notification, I guess there is little hope now. Its so sad to think that mental illness being an invisible affliction where society stigma and lack of understanding is now negatively influencing MI disability statutes in this country. Thank you Prof. Suresh, the video was extremely informative, comprehensive and easy to understand.

That's not true, my brother has been is SSI for almost forty years because of Mental Illness similar to yours. A man I know is collecting for depression and foot pain. Yet I see him walking everywhere. You can apply for sure for either SSI or SSDI. I applied three months ago for major Panic attacks and depression. The Psyc doctor also diagnosed Paranoid Personality Disorder. Mental illness is real and needs to be taken more seriously. The mind is more important than the body.

If you were a patient at NIMHANS and applied through NIMHANS as your hospital in the disability portal, NIMHANS would have evaluated you and given the certificate, unfortunately it's not given for BPD and many other illnesses which is a huge shame.

sir i have bipolar disorder symptoms but not that severe ...........and i also have symptoms of ocd ..............severe depression and psychsis ........and dealing with multiple issues,.............now taking councelling sessions by psychologist and also had taken medicines in last 3 years but not continuoiusly due to the fact that when i take medicine i sleep a lot and for study issues discontinued medicines by psychatrist but still take some medicines when symtoms become severe ..........so does i get a disability certificate since im preparing for govt job ..........and i have issues regarding memory ..........depression hindered my learning capacity a lot .......plzz help me what should i do i was the topper till 10th class but when symptoms arose in 12 th class my performance declined at a vast level .......i know i can do better in my exam but the symptoms of bd effects me soo much that i need help .....so do i get a disability certificate

Consult your doctor, he will be the right person to guide you. He knows your illness, treatment details, response to treatment, improvement in past two years, compliance to medication, disability due to illness and so forth.

Medical certificate will be given by the treating doctor. You will not get disability certificate

@@arghadeepdas5896 You need to get an evaluation to see if your psychosis is due to Schizophrenia, BPAD or depression, so try to get evaluated at a govt hospital and see how it goes

Sir, As per current notification, only schizophrenia, Dementia, OCD and BPAD patient are eligible for disability certificate. But My district civil hospital Psychiatrist referred MI patient to me for IQ testing without diagnosis of above MI in patients. Is it right, sir?

You need to ask this question to the psychiatrist, who referred the patient? Most probably he would have suspected that there may be Developmental Disability. Please have a open discussion

Hello sir. What is even the point of certification. The govt psychiatrist even before this notification only gave temporary certificates and for govt jobs they donot accept temporary certificates. I wanted age relaxation as I have spent significant time fighting BPAD. Atleast age relaxation should be provided to temporary certificate holders, without that it just makes temporary certificate a useless piece of paper.

@@Ani3479 Did you go to more than one doctor? In my case there was a shortage of doctor at the civil hospital,so Psychologist advised me to see different doctors,and one doctor diagnosed BPAD while another diagnosed me with schizophrenia.

Consult with your treating doctor regarding eligibility for a disability certificate. Having a diagnosis schizophrenia alone does not guarantee eligibility. The assessment for a disability certificate considers several factors: 1. Treatment Attempts:The number and variety of treatment attempts made. 2. Medication Compliance:Adherence to prescribed medications. 3. Treatment Response:How well the patient has responded to treatments. 4. Treatment Resistance/Refractory:The degree of resistance to treatments. 5. Documentation:Comprehensive medical documentation of the illness and treatment process 6. Duration of Illness:The length of time the patient has been affected by the illness. 7. Psychological Treatment:Any psychological treatments that have been administered. 8. Overall Treatment Resistance:A determination of whether the condition is treatment-resistant despite all available treatments. Based on these assessment factors, a disability certificate may be issued.
