One of the reasons is because of lobbying which will cause politicians to enact policy that benefits the donors not the people and plus we can’t vote for the Supreme Court and they have life terms despite them determining our policy in some ways. NATO does not "extend invitations" to join, they accept applications from countries that wish to join. One of the conditions is that there must be no border disputes or current conflict in that country. While there is no doubt that Ukraine will join in the future, that time is not now.
