Eliot Spencer Tasha basically trained the majority of S.H.I.E.L.D and made the fighting handbook.

Eliot Spencer Well Romanoff was trained in the Red Room by the KGB from childhood, while May took up martial arts before joining SHIELD and then was trained by the Operations Academy. May is also a good couple of decades older than Romanoff so Romanoff wouldn't have been the one to create the fight styles May uses, but it's possible Romanoff added some of SHIELD's fight styles to her own after joining them.

may is the best shield agent over Romanov IMO; she has higher clearance and constantly kicks enhanced ppls asses on a regular basis. plus she is the SO to one of the greatest assets to SHIELD known as Skye, Quake, Tremors, Daisy Johnson; which is now almost better than May now, and in the comics she made the Avengers as Quake.
