I was an MP for years, literally had cases of guys molesting their own children to raping their pets. People in the military have been convicted of murder and domestic violence for crying outloud. Unfortunately, character is not a requirement for service. They preach it in boot camp and use the UCMJ to try to scare people into being upstanding citizens, but they are the same people from the general public with some extra training and fatigues on.
