Yes some of the language of LA state and local laws sound weird to the rest of us. Someone once told me to read it as if hearing a French accent! Oddly, thinking of it that way did help. LoL! Words in 'wrong' order like Latin, French, et al. legal treatises... still written beautifully and correctly according to their Napoleonic Code. I love NOLA!
