Meet kind police officer who paid hospital bill for stranded woman after delivery
Kenneth Kapelel, a police constable, became an online sensation after his photos holding a newborn baby emerged online. Standing by him was the mother of the newborn.
Kapelel had taken accident victims to Kapsabet Referral Hospital when he spotted a mother sitting on the floor, with a newborn in her hands. The mother was detained as she could not raise KSh640 for her bill. Kapelel paid the bill and escorted the new mother to her home several kilometres away, in a police van.
Prior to that, Kapelel was well know within the hospital corridors for donating blood to an accident victim he had taken to the hospital. Nurses in the hospital have been left stunned by his kindness.

Not necessarily. There are established protocols. Would he do better in a customer relations department (?) within the police force? Or public relations? Or human relations? Or policy dept? Something like that
