It varies from university to university. You can check the specific requirements for the admission for specific course. Normally if your cgpa is upto 2.3 (according to german standard) then you can apply for course

In most cases IELTS or its equivalent is required. So, if your PTE score matches required IELTS band, then you may apply with PTE also.

You need to qualify b1 to c1 germen language level and certificate of it and that it there no comprehensive exams for license
