I think ans of the que 24 should be B. Because recovering of cost through charges has not been given anywhere in the passage.But at the and of this passage it is mentioned that they ( cities) are not. Correct me if i am wrong.

Read the last line one more time...if our cities were rich enough to meet the entire cost,water could be delivered free.They are not........that means bcz our city is not that rich to provide water free of cost to all and thus urban bodies must recover costs through user charges.... recovering of cost through user charge is not explicitly written (u r correct) but after reading the last line it implies that ulb can't provide water free of cost bcz they are(city) not rich enough.
