Do we have to use the same lagna(first) House when interpreting Navamsa chart

Debilitated Venus is a vorgottama and it is also amatykaraka and conjunction with aatmakarakaa moon and mars in 4th house and Jupiter is own house aspecting to 4th this condition is good or bad

great info ,I have one question ,if a planet is debilitated in d1 and exalted in d9 ,but it is 12th from navamsa lagna how this planet debilation get affected. ex :mercury in pisces with jupiter in d1,in navamsa it is in virgo where navasa lagna is libra.
