I think it has to do with their background and motives being expanded upon that gives them that. By learning about the background of the Marked Men and how it came to be they aren't just some random enemy to shoot at. They aren't hostile for no reason, they are bitter and hateful because of their abandonment. Similarly Ghost People were victims of the effort to finish Sierra Madre while at the same time just an experiment by Big MT. Both of these types of enemie show they aren't mindless like ferals, they still retain some form of humanity; Marked Men use tactics and advanced weaponry, Ghost People show some semblance of humanity as shown in the end credits of the DLC.

Lonesome Road and Dead Money are easily the best DLC. Not Only do they represent the classic Fallout interpretation of horrific nuclear annihilation and survival, but also challenge you in a way you'll never have guessed on your first playthrough. I was an energy weapon build when I tackled Dead Money, but by the end I had to focus on melee to combat the lack of gear for most of the DLC. LR had me searching literally every inch of ground for lore, backstory, and survival equipment to make it through. A challenging experience to have late game when you think you're OP. All-in-all, fantastic juxtaposition to the campy yet serious Mojave, almost like splicing in sections of Fallout 1 into a mostly Fallout 2 styled story

Counter argument for the no Marked woman part. If all the skin and fat is ripped and sanded away from the Marked men, maybe the reason we don't see any is because you can't tell them apart. After all, breasts are skin and fat so it would be weaker and more pliable compared to muscle. Plus I doubt that they would try to breed for the simple fact that they are in constant pain and even Ghouls don't have sexual organs anymore, so they might not either.

You can do about 5% of this dlc at Lv1.. just go there after you are done at goodsprings. You can have a set non faction riot gear, arc welder and the EDE upgrade for daily weapon repair just to name a few of the odds and ends you can get before enemies become an issue. Pro players can take it further with a bit of finesse, or there's console commands for the PC folk. Makes for a really good start to a few different builds.
