    There’s a pretty large group of 1A auditors working in the Galveston area right now, they’ve exposed several other abusive officers working there. Couple that with them shooting up the “wrong house” recently and I’m really starting to believe they have a major leadership problem!! Sadly this behavior isn’t new, Phillip Turner (Turner v Driver auditor) had a false arrest there almost a decade ago, then there’s the Galveston cop who ran down the guy on the beach hitting him with his truck almost killing him. Long history of abusive behavior by this department!!

    I think we will find that Rivas told his employer that he was working as a courtesy officer in an attempt to justify his behavior when in fact he was not working and acted outside his authority, without employer permission and then used excessive force, all in an attempt to be covered by Qualified Immunity

    I don't think it's overreacting to say the maniac should have been jailed immediately following the incident...you know, kinda like we would have been. The PD's lack of action is a precursor to what's to come, As in them doing all they can to let the man slide on this as much as possible. At the very least, as soon as one of those families file charges he should be jailed, no more excuses.

    Im not sure of all the details, but ive seen footage of him hitting the black teen while face down and hands behind his back. Youve got 20 officers standing around helping hold people down and handcuffing them while two mothers record. If it turns out that its just an unhinged cop, flaunting his badge and on a power trip, not only do you have 5 to 6 flase arrests, cruel and unusual punishment and excessive force and rights violations, it took an entire force to do it while potentially a real crime is being commited. And to put the cherry on top, you paid for it.

    Wording is very important here. He is not an “employee”. However when apartments hire officers they give them 50% or more off the rent. I’d bet money the apartment complex has a contract with him. So it’s true he is not an employee but rather a subcontractor.

    Qualified immunity is a free pass for poor training and a poorer selection process. They picked this thug out from the street and gave him badge. Also, the fact that this criminal with a badge got reward with PAID LEAVE suggests that whole department is corrupted. That apartment complex needs to get sued too. They called on that criminal thug with a badge to "do something".

    So many things wrong here, to name a few: 1) clown is not in a uniform, so who are you and why are you here? 2) the 5 or 6 officers in uniform, who were presumably called there, stand around looking stupid instead of taking charge and separating the 2 groups - the clown and the other people. 3) the police dept says he was working there, the apt complex says he wasn't 4) the clown officer is obviously angry and not trying to de-escalate the situation, and as usual allowed to make it worse while all the "good cops" stand around watching this guy lose his shit on a kid and attack him. Stellar police work as usual. What a great dept to work for!

    When someone with a class A CDL receives a ticket for any traffic violation, whether in a commercial vehicle or not, the penalty is harsher because you're expected to know better and be more responsible. The same concept should apply to law enforcement officers!
