It's a lie. Mahama secured funds for the third phase. Gave contact and they started in 2016 and in 2017 Akuffu Addo stopped work and that his government want to investigate for any the contact first and after nothing was found Akuffu Addo asked the contractor to continue so Akuffu Addo didn't do anything
