Do you remember the massive thieving that was eventually uncovered? Someone realised the tolls collected no way matched the number of vehicles using the new tunnel. A secret audit discovered an extensive ongoing fraud involving toll collectors and their supposed supervisors. Toll collectors were found with second homes in Spain that they couldn't explain how they afforded. There were many prosecuted. A secure system was introduced to eliminate any future risk. Now many pay using electronic means (number plate recognition) and recently 'contactless' payments were introduced.
