This is not true, Luxembourg is the most expensive country in Europe, German TV DW did a documentary of homelessness because of high living costs. Locals are living on governments help because they can’t afford basic commodities. I saw Africans living under the bridge.

No you can't. If you have a job offer or undertaking study in Luxembourg you are eligible to apply for a D visa. If you just want to visit Luxembourg to look for a job you can apply for a tourist (Schengen) visa. But if you get a job offer you must return to your own country to apply for D visa.

You can apply at the embassy of Luxembourg in Abuja or at the embassy of another Schengen member state in Nigeria.
