For anyone wondering, news anchors are trained to speak in that voice. Because their work can have them traveling across the country and presenting local news, it’s important that they don’t sound different. If you live in California and the local news presenter starts talking in a New York or Texan accent you’re going to be pretty off put. The news voice is made to not sound like it is from anywhere

I was watching a local Newfoundland newscast on TV. I didn't give it a second thought that they didn't have Newfie accents. Until one of them revealed their true selves and said the TCH Highway as "TC Haitch"

The reason news anchors can't ever react to anything is because they are timed to the second. If the newscast goes too long, the station needs to start cutting out commercials breaks (usually 15-30 seconds each), which loses money. The news anchors know this, they stick to the script and do their job trying to keep up with the timers.

Also they all sound the same because of something they learn/practice called "non-regional diction," which is meant specifically to be spoken so anyone who understands English, regardless of regional accent, could understand what is being said.

Because it's easier to search, and I'm pretty sure the editors do the titles (not confident on that, but some titles make a lot more sense with that perspective.)

The news anchor voice is why I enjoy Phillip DeFranco's show so much. His voice cadence is much more relatable, sounds like a conversation, and way less stiff. One day TV News will be revolutionized, but not soon enough.
