I have this theory that, being a less tested version of Anya's experiment, he can't control reading minds; he reads them 24/7, that's why he's always out of the public eye (and has that expression). He never knew of Operation Strix until he met Loid, and he will play coy until the plot twist. He justifies himself because he sees through the hypocrisy of today's society, everyone preaching for world peace but in their own terms; and Loid, having a fake family and all, is the greatest hypocrite. By this point Loid must admit he loves both his wife and daughter.

You cut the most-important line, the one where Loid gets a bit mad at Donovan for Damien's sake, making Donovan go like "Oh, he's normal, good".

I'm pretty much of the opinion that Desmond isn't human. In my opinion he will discover he has powers like Anya and Bond.

I think it misses something. Loid expressed outrage over Donovan not giving a damn to his son. Given his hatred towards anyone who dismisses children, this should have been included.

It's hard to get anything out of this Donovan fellow. He's a difficult man to read, but from what little I can gather: He doesn't have much in the way of empathy, showing little concern for Damian or the fact that Anya struck him. His relationship with his wife, Melinda is cold and loveless to the point where she refers to him as "that man" with undisguised hostility. His relationship with his firstborn son, Demetrius is one based on merit and achievement rather than any sort of paternal affection. Lastly, he is described as a very reclusive, intensely secretive man that is almost never seen in public.

My theory is that Donovan Desmond was a strict politician who was operated by the ostenian scientist to be an imperial ruler. Just look at his head 1:04 he got stitches on them

That's an interesting theory. If that's the case, him letting Loid go still makes sense because he did it as a favor for "connecting" Damian with him and helping him grow. If Loid didn't overstep his bounds there, Damian wouldn't have the courage to speak with his father. Despite the cool action scenes and suspenseful "spy" moments, above all, Spy x Family is a comedy show with a very good family values. In one of the Yuri chapter with Journalist guy (minor S2 spoiler) it was shown that he's an extremist that does "evil" things for his father sake. Just showing that familial love is one of the vocal point of the series that even applies to minor antagonist. It wouldn't surprise me that, despite being the "Hitler" of SxF, he probably cares about Damian to some degree.

Seeing as Anya, and Bond's abilities are brain centered, maybe what Donavon is after isn't war (perse), but mind control. Donovan's claim the people can never really understand each other makes me think that control is the easy way out when it comes to dealing with people.
