The owner of this dog should put in jail for cruelty and neglect and abandonment. This dog did not deserved to be treated this way thats cruelty to animals. Old and ailing, abused all his life and yet, I think he still longed for his owner's love at that time...but I am so thankful he was removed from that horrid place.
