The main reason as well as Most important one 1. High level of Corruption in Local governments 2. Politics on local issues ( if local govt have different parties like Sarpanch from one party and panchs from another party 3. Political biasness. And many more countless no. Of issues that related to proper governance of local govt .

One more- He has written that nagar panchayat is also known as nagar parishad and nagar palika is known as nagar palika parishad but he is wrong.. Nagar parishad and nagar palika parishad both are the names of nagar palika and not of nagar panchayat.

I was so confused about the municipality system but this video is really helpful to understand.

Gram sabha is not a body but it is a village meeting where all the villagers along with Members of Gram Panchayat ( Sarpanch, panches and Secretary) participate to hear out problems of villagers for the development of village as a whole and come up with solutions.
