I watch one of this hearing with the Project Manager. I can see why the delay and costs is almost doubled it’s because the project manager is incompetent. He can’t answer basic question. How did he get the job. On the hearing, the Project Manager has retired; he should have been fired for incompetency. Too many revision without consulting the senate committees. This is government funds and any revision to the budget without authorization is against the law. It’s unauthorized obligation of funds and it is in violation of anti-deficiency act. You can go to jail for that. Make them accountable first their incompetency. You cannot invoke ignorance to stay out of jail.

24 piraso lang kayong senador tapos ganyang kabonggang building ang ipapatayo 😂 sino ba mga titira diyan ha? Dapat tlagang imbistigahan yan. Unang una sa halagang yan kasama na yong comission diyan ng mga taga DPWH galing sa contractor.

the senate committee failed to question the basis of their cost assessment of the building cost. for that amount of project, there should be a third party cost consultant to manage the project cost. how come the contractor claimed for 20% to 100% price increase? what type of contract is that? the contract is supposed to be a lump sum and the contractor has no entitlement for any price escalation until completion of the project. that is the standard contract agreement in accordance with the FIDIC. Don't believe this dpwh, no.1 corrupt govt agency in the country.

its wrtiiten in their contract, there is an escalation clause. but i do agree, theres a lot of incoherency and illogical decision that has been executed for example na lang yung budget sa facade- 1 billion na all in vs sa 400 million na mas mura pero may exclusions na umabot din pla sa 1 billion at mukhang sosobra pa. haha. laftrip

The Senate bldg contractor has to show COA receipts & invoices of supplies, materials & services it incurred or paid from day one. A Senate hearing is premature unless the contractor presents the supporting expense vouchers & source documents. Can COA a constitutional body audit the Senate expenses & the Senate bldg contractor even w/o the consent of the Senate President? Or congress whether the upper or lower house is so sacred like the Vatican nobody even the COA, NBI or OMB can audit or investigate it? It's not proper for an agency to investigate itself for suspicion of cover up, another agency like COA should be the one to investigate it thru documentary audit. Why are our press, reporters & journalists very silent on Congressional greed, crime, fraud & corruption? Is it because of the congress power to issue broadcast franchise/business permits to operate a press. The Congressional franchise seems to hinder or serves as a prior restraint against press freedom, free speech & expression.

Since the contractor got the project through bidding, they have no obligation to liquidate expenses. They only need to demonstrate that the building satisfies the requirements provided in the TOR/ program of works/ contract. The COA though, may audit government agencies involved, such as the DPWH.

@@edgepointsolutions2717 a law must be pass for COA to audit govt or foreign govt funded or assisted projects or programs carried out by private foundations or contractors. For purposes of voluntary transparency & the right of the public to be informed of what happen to their tax contribution then it is the moral duty of the Senate to compel the contractor to show proof & if they don't then it only shows that their investigation is a Moro Moro. How then can the NBI, COA or OMB proves or investigates corruptly overprice govt project if the govt contractor is so sacred or enjoys Congressional protection they are exempted from govt or public audit like the Senate & House operating expenses? The Supreme Court should interpret that a corrupt contractor is just an extension of the corrupt contractee. What can our political science law & political ethics expert lawyers say about this highly questionable & anomalous process or modus operandi somewhat very similar to bicam insertions without public debate or hearing of our honest & distinguish lawmakers & their appointed contractors get away with the taxes the public pays? All govt offices & agencies from the barangay to the highest official, OP, SC, COMELEC & Congress are under moral obligation to compel contractors to show proof of expense to remove public doubt & suspicion what really or actually happen behind the doors & walls of the government agencies established by the people & taxpayers. The Contractor is just a mere extension of the principal or govt agency who awarded or granted them the contract to build the project.

The PMO doesn't know its job. How were they even able to come up with the design without any input from the Client? Construction 101...

Wala po bang backup computations for every item? Para sana po mas detailed. And every item may cost po sana. Parang per floor magkano po ba. per part ng structure magkano po ba. Makikita po kasi un sa quantity per item or per structure para if nacocompute po ng mga engineers ng dpwh mabilis nalang po nasasabi ang sagot and para mas klaro po. Thank you!!

Yes it's true but in this case masyado malaki ang nilubo ng budget. Akalain mo bilyones.?? Kahit may binago sa estimated costs at plano hindi aabot ng ganyan kalaki. Akalain mo biglang tumaas ng halos 100% ang budget. Talagang may problema buti nlng napansin ng ibang senador to. Ang pinaka may sala dito ay ang DPWH. Pinaka corrupt na ahensya sa buong Pilipinas..😂😂😂

Yung ambisyon ni Cayetano na maging presidente balang araw ang may pakana nito. Hindi ko na maialis sa isipan na kahit anong investigation na gagawin niya, pang-grandstanding lang talaga.
