As you understand the waves of feminism are categorized in accordance with the year and nature of works of the feminist writers, in close scrutiny one would find that Rokeya Begum is the South Asian counterpart of Virginia Woolf who wrote under the same era, both got their important works published in their 1920's , hence she would fall under Second wave feminism. hope this answer proves useful to you.
