Lights in the sky. Cloud seeding? Military training? Aliens?

Due to the distance, and the amount of light, the video quality sucks. So I almost didn't upload it. But I was hoping that someone could tell me what this is. This happened outside of Brooks Oregon on 9-20-19 Thoughts?
A friend of mine thought it might be a military plane dropping flares, but I would think the flares would last longer. Who knows?

I seen very similar things, this month on the Olympic peninsula... (4 times, in 4 locations, on 4 different nights!) I posted a couple videos, wish i had got better shots... watch it in slow motion, in the dark :)
