is there a circulation fan within this duct assembly? I'm not getting cooling within the refrigerator section, while the freezer section is sufficiently cold. If yes, is there a replacement fan for this piece that can be purchased separately? All other possible fans and thermostats appear to be ok.

No fan just a duct with damper. The motor for this model is in the freezer compartment so make sure you know which part you need and good luck. There are more videos around that show how to test the evaporator fan motor and damper motor.
