what should be the TDS level of the water to use the LG dishwasher. I saw some reviews that if the TDS level is above 500 PPM then we might have to install water softener is that true ?

There is no such criteria for tds. Use tap water no borwel. You can just add more salt and Detergent as per the requirements.

Is there any possibility that we can get LG " 3 " rack dishwasher in India?(Not 2 rack)

No you can't use homemade detergent. You should purchase "FINISH" Brand product like Detergent, Salt and Rinsad. If you don't purchase 3 different things, so you should buy a tablet of "FINISH" Brand.
