No he isn't. He didn't even use his scouter, or finish any of the survivors off. He was just dicking around, waiting for them to collect the balls for him.

From what I can tell in this game, the only way to kill people with only a level one without the chance of leveling up is to slug them (keep survivors on the ground until they are dead) which is a pretty interesting premise for this game compared to other's (mainly dbd)

They really just have to down them twice, and when you finish them then it's a kill. I personally have never seen any level 1 kill people with the exception of Spopovich, but you can easily senzu bean into a raider to find out how they kill you.

oo actually nice voiceline selection and usage I'm like the only person in the world who cares about that but I liked them. Laughed a while with the one in 11:30. Lv1 Frieza is very fun 10/10, played like a real Dragon Ball villain and asserted dominance on the survivors.

This group you were up against either had the worst luck in finding keys or were waisting so much time doing anything else, but the objective. It should not have taken so long to boot up 3 keys.

When there were 4 left, there was only 2 people available to do the objectives. With one person saving the 2 downed people every now and then, it would’ve taken forever to do them with only one person.

I wish Raider Queue was actually working so I could enjoy this sort of fun as well. Going through a bunch of survivor games just to have a chance at doing something like this just isn't worth it.

Seeing this now makes me miss this state of the game. The balancing being in favour of the Raider was always the more fun time for the game, and the players becoming a bunch better has not necessarily been making the game more fun.
