I hear this all the time but I don’t get it. It sounds like people say “stop trying or planning for the future” which… will lead to things getting worse

that's because you're not understanding what the Bible means when it's saying to surrender. the Bible actually says not to be lazy, which means surrendering could never mean letting go and hoping for the best when there is something you should be doing. the Bible also says that faith with works is dead, which means that if someone has "faith" without trying to put action to that faith, it's as good as not having faith at all. surrendering really means trusting God's plan; not trusting that things will just work out if you simply exist and do nothing else.
