2:43 is the best Tom moment, unquestioned!!! I know he has great moments with Ron and Ben but although he is introduced as the straight man to Leslie's over-enthusiastic character, this is one of the few moments where Tom shows that he cares about Leslie.

It's like the writers knew the show needed a villain but couldn't come up with a believable motivation for him, so they just made him evil because he enjoys being evil, and just screws everybody over for the pure fun of it.

And the arc where Leslie and Ron help him dump Tammy was fantastic

Think about it, if Jamm got caught being a part of that fast food joint that would have been on lot 48, had he got his way, he could have faced jail time or at the very least been punished or fired for the same reasons Tom wasn't aloud to be an investor in the snakehole lounge. So she also potentially saved his political career.

He didn’t publicly reveal that though, and in reality for small towns like that it’s rare for that kind of thing to be investigated and prosecuted. Usually the main check against that is local investigative journalists, and it didn’t seem like Pawnee had many. That said, how do you install a fast food restaurant on the lot for a park. It seems like it’d take up like a tenth of the lot and the rest is unused.

I didn't like the Jamm character. The humour was too crude for this show IMHO.

Definitely the worst character in the show. He was incredibly annoying in every scene and had no redeemable qualities. I wish they'd never included him.
