Hi there, I have the same cookie cutter to make jam tarts n u r using it the wrong way. It's a press cookie cutter. Look up for jam tart recipe using cookie cutter.

I got it at my local baking supply shop in South Africa, Pietermaritzburg. Try looking at a baking supply store near you or Amazon.
