Perhaps, because from a historical point of view, they had only rather recently discovered America during his time period, so them coming from Europe makes sense. Also, if you look into the white, ethnic groups that arrived in America, the British immigration flood was rather large, compared to some of the other countries that owned portions of the US. Aside from that, even if he wasn't British, if he was taught prior to coming to America, then he would have been taught English by British people. It's not unheard of that people copy the accent of the particular group that teaches them the language. Which makes perfect sense. If a Spanish person were to teach you their tongue, wouldn't you try to sound like them?

I just loved him and Lizzie together. Every episode of them together was on fire. I couldn't wait for the next episode each week. I say bring back Sebastian aka Thomas Doherty. No he is a vampire , Julia said they were introducing and old Victorian era vampire this series and as you can tell by his Victorian era clothes he is from that time period , could possibly be a vampire which malivore absorbed then took his control of his body
