    I was born not far from Leeuwarden, in a city called Workum. And yes, the people there can speak both Dutch and Frisian. Most can also speak English and part of the people can speak German and French. If you want a province in the Netherlands and speak your own language, the best opportunity you will have is in Friesland. 10:58 that black tower is called the 'Achmeatoren', Achmea being a insurance company and 'toren' is tower in English. Build in 2002 and is 115 meter tall. Not all offices in the tower are in constant use. The large windows on the top floor is a panorama floor where you can see in almost 360 degrees over the city and landscape. I do not know if it's always opened, I never been up there.
