Leaving long-term care, after months of trying

Donna Mavis, right, has been trying to get her sister, June, 71, out of Ottawa's Extendicare West End Villa for months.
On Tuesday Donna finally picked up her sister to bring her home and despite the ongoing tragedy at West End Villa and others like it, June was still clearly emotional saying goodbye to some of the PSWs whom she'd grown fond of since entering the home because of illness in 2014.

Alessandro E Presenza shared a link to the group: Canadians "Against For Profit Care" & Support Group For the Elderly. October 22 at 12:55 PM · "Alyssa Lane, who is a lawyer with the Toronto-based Advocacy Centre for the Elderly, said homes do not have the authority to prevent residents from leaving or to put conditions on their ability to leave, as West End Villa tried to. Preventing June Mavis from leaving the home would amount to “illegal detention”, said Lane.

I'm confused as to why it would take her months to 'get her out'....as a woman of 71, could she not have made the decision to move out on her own at any point?
