One possibile solution. If you want to keep the concept of "EWA", you need to indicate a reference currency and convert any others ones to that. In this case, if in example you pick € as reference, those in western french countries should pay about 6500 fcfa instead of 10.000! And those in USA would pay a little more than 10 dollars.

Hi, If I understand you well, our people in french Africa should contribute a minimum 10.000 francs CFA while those in western Europe or USA contribute 10€ or 10 dollars? But the "EWA" concept seems unconfortable since 10€ or 10 dollars are less than 10.000 francs CFA. People in Africa are not reach than those living in Europe or USA.
