Romanian here. The language is the most important reason. Also, in the late 90s up until the mid 2000s the Romanian economy was not doing very well as its transition period to capitalism was nearing its end. And there is also the geographical reason, Italy was and it is close enough to Romania to do a somewhat bearable car trip.

Los argentinos somos mezcla de italianos y españoles en buena parte, los que viven ahí mayormente tienen ciudadanía italiana o española. Por lo que no cuentan en el primer caso.
