How to go as a solo? Do we need permit and guide? I want without guide

During my trek, I came across multiple foreign nationals by themselves alone. The rule for a guide might not have been fully implemented I reckon! But Permit is a must to be taken. However, I checked “Nepal Tourism Board” website and here are my findings which might be useful: With the new provision, all trekkers are required to obtain services of licensed trekking guide and to obtain TIMS Card through authorized trekking agencies registered with the Government of Nepal. The new provision shall come into effect post March 31, 2023. For more information: Check @ntb.gov.np/en Or check with one of the Travel agency whom can be contacted via Google sources..
