Well in my country we have people all dressed up as clowns, ghouls and monsters...then those guys chase you to literally hit you with a whip (or a tree branch) if they catch you...and it's funny as hell...so these kids are more than fine!

Parents need to seriously watch their kids and teach them how to behave in public. I saw a kid on the video dressed as a Jedi standing there and when a Storm Trooper approached him the kid tapped his light saber on the Storm Troopers helmet.
