It's doesn't work like that none is 100% +ve or 100% -ve coz for balance of your body both will be somehow equal... You will not attract any -ve person coz everyone has diff level of + and - energy in them. Now if you are a good human with good values, ethics, always does good you will have more +ve vibration and less -ve but if someone is bad at his core than their vibration will be more -ve and less +ve... When you will come across that person and you have very strong +ve vibration then you will leave an impact on that person and if his energy is more powerful than you will get affected (najar lgna isi ko kehta hai), that person will gain your energy decreasing your +ve potential so you will feel low...
