A long reach hydraulic boom with a pneumatic jackhammer would have been the first thing i would have installed. Would also have the advantage that the crust on the side can be loosened as well. And a better selection when loading would prevent a lot of problems as well.

The operator has production shut down while he takes us on a sight seeing tour of the superstructure and works just as fast as that hook raises and lowers. Plus, why not scrape off the buildup on the hopper walls? They can't be too concerned with downtime using machinery like that overhead crane.
