Harley was the one that freed Poison Ivy in Arkham Asylum, even though Joker didn't tell her to do that. Though it's kinda understandable to think that since it seems like most of it was mentioned through lore rather than actually shown.

I didn’t feel bad either until she started crying. I know she was evil and didn’t care about killing those people but the realization that you are now bound to servitude or death is most definitely a terrible feeling, and seeing it bestowed upon a child makes me feel a little empathy for her.

Lex Luthor had her trapped in his laboratory and she escaped. She just doesn't like humans in general because she didn't know any that were good to her. It's not super convincing because this happens just after you help protect her plant.
