Duval street is busy during day as well, but evening is when everyone is coming here for entertainment and food

It is a very interesting town town to visit, have a great trip. Best time to visit is March-April

No, it's local 'Key West Rocky' 😃, he drives around on bike in evening. You can see him at 1:48 as well
