Kenyan here he is pulling a legal maneuver so the bill can pass but he will have plausible deniability. Since the people in parliament (that he bribed) passed it already if he refuses to sign and doesn't kick it back to parliament within 14 days it becomes law. Parliament is on recess for the next 3 weeks or so, so that bill will become law without him signing it.
