Exactly Sharon knows what it's like for a Mother to not have a child and Peggy needs Louise that's why she gave Lisa the passports. Even if Sharon didn't. Phil would've made fake ones anyway because he knew Louise wanted her back keanu keeping those passports out of site was not a good idea.

Keanu is a mug and Phil will eventually get rid of him for good. Louise is still in Portugal and she is still hurt due to Keanu's betrayal. Sharon could never be trusted. She's always been that way. Sneaky.
