Kars (Ermenice: Կարս veya Ղարս Gars, Azerice: Qars, Kürtçe: Qers, Rusça: Карс Kars), Kars ilinin merkezi olan şehirdir. Türkiye'nin rakımı en yüksek il merkezlerinden biri olan, köyleri ile birlikte nüfusu 100 bini aşan (Şehir merkezi: 90.523, toplam: 118.201) şehirlerinden biridir. Merkez ilçeye bağlı, 23 mahalle ve 72 köy bulunmaktadır. Çeşitli etnisitelerin birlikte yaşadığı il merkezinde kültürel farklılıklardan ve zenginliklerden bahsetmek mümkün olup kozmopolit bir yapı söz konusudur. Kars, Kültür ve Turizm Bakanlığının 2023 yılı için Türkiye Turizm Stratejisi 2023 ve Turizm Stratejisi Eylem Planı kapsamına alınan 15 il merkezinden birisidir. Bu proje ile hedeflenen, il merkezlerini "Kültür Turizmi Geliştirilecek Marka Kentler" ilan edip gelişmelerini sağlamaktır. Kars, geçmişte Bagratlı Krallığı'na ve Cenub-u Garbi Kafkas Hükûmeti'ne (Güneybatı Kafkasya Cumhuriyeti) başkentlik yapmış bir sınır şehridir. Bu özelliği ile Türkiye'de herhangi bir ülkeye başkentlik yapmış ender şehirlerden birisidir. Türkiye'nin Kafkasya'ya açılan kapısı konumundaki bu şehir, Kafkas Üniversitesinin açılmasıyla hızla gelişmeye başlamış ve zaman içinde bir öğrenci kenti durumuna gelmiştir. Ayrıca şehir merkezine altı kilometre uzaklıktaki havalimanı sayesinde de bölgesinde ulaşım ağının kesiştiği bir noktada yer alır. Bunun dışında kara ve demir yolu ağlarıyla ülkenin diğer yerleşim birimlerine ulaşımda da bir sorun yoktur.
Kentte 2004 yılından bu yana Azerbaycan Başkonsolosluğu bulunmaktadır.

It is possible to talk about cultural differences and riches in the city center, where various ethnicities live together, and there is a cosmopolitan structure. Kars is one of the 15 provincial centers included in the Turkey Tourism Strategy 2023 and Tourism Strategy Action Plan for 2023 of the Ministry of Culture and Tourism. The aim of this project is to declare the provincial centers as "Brand Cities to Develop Cultural Tourism" and ensure their development. Kars is a border city that was the capital of the Bagratid Kingdom and the Southwestern Caucasus Government (Southwest Caucasus Republic) in the past. With this feature, it is one of the rare cities in Turkey that has served as the capital of any country. This city, which is Turkey's gateway to the Caucasus, started to develop rapidly with the opening of Caucasus University and became a student city over time. In addition, thanks to the airport, which is six kilometers away from the city center, it is located at a point where the transportation network in the region intersects. Apart from this, there is no problem in transportation to other settlements of the country via road and railway networks.
There has been a Consulate General of Azerbaijan in the city since 2004.
