does this work if ray crouches?

I don't think so, never tested it but Karnov wouldn't hit Ray with his balloon if he's crouching

you can switch from crouching to standing and vice versa in hitstun though?

I don't think that's possible, once you're in hitstun, you're stuck in the position you were when you got hit until the hitstun ends It's always like this all fighting games I played so I think that's the same here

this is a unique mechanic of karvnovs revenge, its another reason why lee and ray are considered so strong is because you can always switch to crouching in hitstun to make it more difficult to hit your dizzy spot, are you sure youve played this game before?
